AGE In 2012-13, offender rates were highest in the 15-19 year age group (with 5,232 offenders per 100,000 persons aged 15-19 years). As age increased, the offender rate decreased. Between 2011-12 and 2012-13, offender rates decreased for youth offenders (10-19 years) and increased for adult offenders. Males aged 15-19 years had the highest offender rate at 7,822 offenders per 100,000 males aged 15-19 years. The highest offender rate for females was also for those aged 15-19 years, at 2,481 offenders per 100,000 females aged 15-19 years. (Table 5) With the exception of offenders aged 10-14 years, male offender rates were at least three times higher than the rates for female offenders in each age group.
